A Distinguished Legal Career

Eleanor began her career as an attorney for the Pennsylvania Department of Education. Since then, she has focused her legal work on children and families involved in the foster care system. She has held positions with KidsVoice, the American Bar Association Center on Children and the Law, and the Juvenile Law Center. Eleanor currently provides legal training for Pennsylvania’s Statewide Adoption and Permanency Network (SWAN).

Over the course of her career Eleanor has

  • Trained hundreds of lawyers, legislators, health care professionals, and social workers.
  • Advised government agencies on how to serve children and families better.
  • Represented children in foster care, making sure they have safe, permanent families and the education and health services they need.

Personal Background

Eleanor grew up in Morristown, NJ in a family that placed a high value on education. She attended Yale University, where she received her undergraduate degree and graduate degrees in law and management. Eleanor met her husband, Jonathan Cox, while both were working for the Commonwealth of Pennsylvania. Eleanor and Jonathan live with their daughters Abigail and Charlotte in the Squirrel Hill neighborhood in Pittsburgh.
